Skytower Group Inc., the China Chamber of Commerce for Petroleum Industry, and Great United Petroleum Co., Ltd. have officially signed a Strategic Cooperation Agreement on January 19, 2026, launching a new platform to support the international expansion of Chinese petroleum, energy, and advanced manufacturing enterprises in Saudi Arabia and the United States.

Under the agreement, the partners will deliver: Localization of oil & gas equipment manufacturing in the U.S. and Saudi Arabia; Collaboration across new energy, advanced manufacturing, refining, and downstream value chains; Deployment of digital oilfields, intelligent mining, and advanced equipment technologies; Integrated investment and financing mechanisms (equity, industrial funds, project finance) and a one-stop internationalization framework covering policy alignment, government coordination, project execution, and operations.
Chinese energy and manufacturing enterprises are entering a critical window for global expansion. This tripartite cooperation aligns closely with U.S. reshoring priorities and Saudi Arabia’s national industrial strategy, creating a systematic, long-term pathway for enterprises to achieve real localization, reduced overseas risk, and sustainable operations in both markets.
